Treasury, Opposition benches engage in war of words in RS over Rahul Gandhi’s speech

Rahul Gandhi‘s remarks during his recent UK trip that mikes were silenced in Parliament and that the Opposition was not allowed to speak rocked the Rajya Sabha on Monday with the government demanding an apology while Congress insisting that anybody who is not a member of the House cannot be named or asked to tender an apology.The first day after the month-long recess saw stormy scenes in the Upper House which failed to conduct any substantial business as both the Treasury and Opposition benches engaged in a war of words, leading to adjournments.

However, the Opposition appeared divided on the charge levelled by Gandhi with only DMK backing Congress on the silencing of mikes. At the Business Advisory Committee meeting on Monday, Congress and DMK floor leaders walked out but the other Opposition parties attended and indicated that they do not support the view that their mikes were silenced.

Minutes after the Rajya Sabha met for the day, Leader of the House Piyush Goyal raised this issue, alleging that a senior leader had “in a shameful manner” made these charges in a foreign country. He did not name Rahul Gandhi though later some BJP members called out his name and demanded an apology.Goyal said the opposition leader has “insulted India’s defence forces, the press, judiciary, the Election Commission, and Parliament” with his remarks on the state of democracy in the country today. “Democracy was under threat in India when the Fundamental Rights were suspended and freedom of speech was banned,” he said, referring to the Emergency. “It was in danger when a bill was torn (reference to Rahul Gandhi tearing a copy of a Bill during UPA rule)… He has hurt the entire House. I think he should apologise,” he added.

Rajya Sabha Chairman Jagdeep Dhankhar tried to pacify the members and reminded them of the meeting he convened on Sunday to find a way for the smooth conduct of the House. He emphasised that the House is meant for debate, dialogue, discussion and deliberations. Dhankhar defended himself on the charge that the Opposition was not allowed to speak, saying apart from not accepting notices given under Rule 267 demanding suspension of business to discuss an issue, he had given the Opposition the time allocated to them to express their views.

The Treasury benches were equally aggressive throughout the day, with members rising in their seats and pressing for an apology.Leader of the Opposition Mallikarjun Kharge asserted any person who is not a member of the House cannot be asked to tender an apology. He said as chief minister of Gujarat, Narendra Modi, had said during a visit to China that there was no democracy in India.

As both sides grew aggressive, Dhankhar adjourned the House till 2 pm. However, when the House resumed work, the two sides were again at loggerheads. Kharge cited two precedents to insist that any individual who is not a member of the House cannot be summoned for an apology.

Dhankhar said the Leader of the House has not named any person. He assured the House that he will examine the claim made by Kharge and give a ruling on Tuesday. Amid slogan shouting by BJP members and Congress against Rahul Gandhi and Narendra Modi respectively, he adjourned the House for the day.

While the Opposition was keen on raising other burning issues, including the alleged misuse of the ED and CBI against political opponents, the demand for a JPC probe on the Adani-Hindenburg issue, and the situation on the China border, only Congress and DMK were of the view that the Opposition was not being allowed to speak. Congress also wants to raise the issue of the several notices submitted to the Privileges Committee against Gandhi.

The Congress leadership is testing waters to appoint CPI functionary-turned-Congressman Kanhaiya Kumar in a leadership slot, with the presidentship of the Delhi Pradesh Congress Committee (DPCC) or the Indian Youth Congress (IYC) being weighed as options, according to people aware of the development.The move has triggered disquiet among sections of the DPCC and IYC leaders who consider Kumar a “political and ideological outsider”, they said.

Kumar, a former JNU students union leader, joined the Congress in 2021 by reaching out to Rahul Gandhi. While many Congress leaders of his home state Bihar were known to have resisted any active role being given to him.

With attempts to revive the Delhi PCC coming to naught, a section of Congress leadership is now known to be arguing that Kumar can be the “panacea” for Delhi Congress even as they cite how another “experiment”, of bringing Dikshit “from UP to Delhi Congress leadership” had succeeded. Similarly, IYC leadership is also being cited as a potential slot for Kumar, 36, by arguing that Srinivas BV, 42, will be soon completing four years in IYC leadership.

But many among the Delhi Congress and IYC brass are not enthused about the move. “Kumar is far too new in the Congress to be considered to head a PCC. And those arguing Sheila (Dikshit) ji too was an outsider in Delhi Congress are being dishonest because she had been a Congress leader right from the beginning,” said a Delhi Congress functionary, who did not wish to be identified. The mood is similar in IYC, especially as most IYC leaders have been fighting against the Leftists and saffron outfits.

The Voice of the People’s Party (VPP) staged a walk out of Meghalaya Assembly in protest against the Governor Phagu Chauhan for delivering his address in Hindi.The Governor on the first day of the Budget Session delivered his speech in Hindi.

VPP legislator from Nongkrem, Ardent Miller Basaiawmoit said that Meghalaya is not a Hindi speaking state and Hindi cannot be imposed by the Government of India on the people of the State. “This is against the sentiment of the people of the state.”

Chief Minister, Conrad K Sangma however said that such behaviour is not accepted from an elected MLA and written English speech is already circulated in the house.Assembly Speaker, Thomas A Sangma said that he would allow the Governor to address the House in Hindi as written speech in English was circulated among all the members.

Health Minister, Ampareen Lyngdoh said, “It is important to consistently pursue with the Government of India that the indigenous people of the state are a non-Hindi speaking community. It is important to understand the inability of Meghalaya to speak and communicate in Hindi”.

Congress MP Pramod Tiwari on March 20 said that if Joint Parliamentary Committee (JPC) is constituted on the Adani issue, then the reality of BJP would come to the fore and all those who are involved in the issue would be exposed. “The drama that has been going on since 13th March, can’t be happening without the permission of the PM. Today, once again Parliament wasn’t allowed to function. What are we demanding? Just a JPC investigation into the biggest scam after Independence,” said Congress MP Pramod Tiwari on Adani issue. “Why is BJP scared of JPC?
