Stubble burning: Bhagwant Mann instigating farmers, levelling false allegations against Centre, claims Haryana CM Khattar

Chandigarh: Haryana Chief Minister Manohar Lal Khattar on Wednesday hit out at Bhagwant Mann on the stubble burning issue accusing his Punjab counterpart of instigating farmers and levelling false allegations against the Centre. The Bharatiya Janata Party leader termed as unfortunate the statements being made by Mann on the stubble burning issue.
Khattar said that instead of finding a solution to stubble burning, Mann is doing politics of blame games and counter-accusation.

“Bhagwant Mann is instigating the farmers. Instead of levelling false allegations against the central government, he should chalk out a detailed strategy on stubble management”, Khattar was quoted as saying in an official statement issued here.

Mann on Wednesday slammed the BJP-led Centre for “targeting” Punjab farmers for farm fires, alleging that the saffron party wanted to avenge the state growers for breaking its “arrogance” with a year-long stir against the now-repealed agri laws.
His statement came a day after the BJP targeted the Aam Aadmi Party (AAP) government in Punjab over the rising number of stubble burning cases and asked it to wake up from its “deep slumber”.

Further hitting out at the BJP for “defaming” the state farmers for pollution, Mann asked the Centre why it does not speak about surrounding areas like Haryana, wondering whether “Switzerland is settled” there.

Hitting back, Khattar said Punjab should follow Haryana’s footsteps and incentivise farmers for stubble management.

He said the incidents of stubble burning in Haryana have come down by 25 per cent this year.

“So far in the year 2022, only 2,249 incidents of farm fires have been reported in Haryana, whereas in Punjab these incidents have increased by 20 per cent. So far, 21,500 such incidents have been reported in Punjab,” he said.

Khattar said AAP leaders first announce freebies and then expect help from the central government to fulfil their “fake promises”. “Delhi Chief Minister Arvind Kejriwal earlier blamed the farmers of Punjab and Haryana for the pollution in Delhi and now his entire blame game has shifted to Haryana only as his party has come to power in Punjab,” said Khattar.

He said same is the case with the Yamuna in Delhi, in which pollution levels are so high that it has become like a drain.

“Instead of doing petty politics, the Aam Aadmi Party governments in Delhi and Punjab should do some work in public welfare,” he said, launching a scathing attack. He said the incidents of stubble burning are monitored by satellite and there is no doubt that the Punjab government has “completely failed in farm fire management”.

“The Mann-led government is blaming its failure on the central government which is very unfortunate. The stubble-burning issue has remained serious for many years, but Punjab is playing petty politics rather than finding a solution,” he said.

Khattar said like Haryana, the Mann government should give incentives to the farmers and should not also depend on the central government or anyone else to resolve their issues. Meanwhile, Khattar said that like Haryana, Punjab should also make arrangements for stubble management. “A provision of giving an incentive of Rs 1,000 per acre has been made by the Haryana government to those who do not burn stubble,” he said. Besides this, Rs 50 per quintal incentive amount and subsidy on straw management equipment are given to the farmers for making stubble bales. Farmers are being given a 50 per cent subsidy on equipment for crop residue management, he said. He said that if the farmer takes stubble bales to the ethanol plant in Karnal and Panipat, then he is given an incentive of Rs 2,000 per acre. “Furthermore, if a farmer takes stubble in Gaushalas, then an incentive amount of Rs 1,500 is given to them,” the Haryana chief minister informed.

“Haryana is also giving cash rewards of up to Rs 10 lakh to the panchayat for not burning stubble in the red zone area. Last year, the government made a provision of Rs 216 crore for stubble management,” Khattar said.

New Delhi: Congress leader Rahul Gandhi formally informed the authorities on Tuesday that he will comply with the directive to vacate his official bungalow on 12, Tughlaq lane following his disqualification as a member of the Lok Sabha after his court conviction. Party president Mallikarjun Kharge suggested Gandhi could stay at his mother Sonia Gandhi‘s 10 Janpath official residence or else move to Kharge’s Rajaji Marg official residence.

Within a day after he received the official directive, Gandhi wrote back to the concerned official of the Lok Sabha secretariat. “As an elected member of the Lok Sabha over the last 4 terms, it is the mandate of the people to which I owe the happy memories of my time spent here. Without prejudice to my rights, I will, of course , abide by the details contained in your letter.” Gandhi has one month to vacate the house and his letter meant he was not seeking an extended stay there.

Kharge lashed out at the government for asking Gandhi even as he made his own suggestion and offer. “He can go and live with his mother or he can come to me, I will vacate one (his official residence) for him,” he said.

New Delhi: Amid strains in the Maharashtra Vikas Aghadi alliance over Rahul Gandhi’s strident criticism of V D Savarkar, NCP chief Sharad Pawar has stepped in to play the peacemaker by conveying Shiv Sena’s concerns on the issue to the Congress leadership. Opposition leaders said Congress has agreed to tone down its criticism of Savarkar, which has led to an unease in the NCP and the Shiv Sena (UBT), its alliance partners in Maharashtra. Shiv Sena (UBT) leader Sanjay Raut said he had raised the Savarkar issue in his talks with Congress President Mallikarjun Kharge and Rahul Gandhi and MVA partners are on the same page on this matter.

“MVA alliance is intact. If anyone thinks the MVA will break apart, they are wrong,” Raut told reporters here.

Gandhi is learnt to have assured Raut he would avoid any critical reference to Savarkar. Pawar raised the issue during a meeting of opposition leaders convened by Kharge on Monday and made it clear that targeting Savarkar, a revered figure in Maharashtra, would not help MVA, two leaders who attended the meeting told PTI.

Former Congress presidents Sonia Gandhi and Rahul Gandhi were present at the meeting.

“Almost all opposition leaders were of the view that there was no need to rake up the Savarkar issue. We have to decide whether we have to fight Modi or Savarkar and not create confusion,” Raut said after a meeting of parliamentarians owing allegiance to the Thackeray faction of the Shiv Sena. Pawar also told Rahul Gandhi that Savarkar was never a member of the RSS and underscored that the real fight of the opposition parties was with Prime Minister Narendra Modi and BJP.

Opposition leaders said Rahul told the meeting that the Savarkar issue was an ideological position.

Leaders of Trinamool Congress, Samajwadi Party, Aam Aadmi Party, Rashtriya Janata Dal, Bharatiya Rashtra Samithi also reached out to the Thackeray faction Shiv Sena.

As the BJP stepped up attack on Rahul Gandhi and sought his apology for “maligning” India on his recent visit to the UK, the former Lok Sabha member from Wayanad said at a press conference on Saturday that he was not Savarkar and would not apologise.

Former Maharashtra chief minister Uddhav Thackeray slammed Rahul Gandhi for his attack on Savarkar and said his outfit will not tolerate any insult of the freedom fighter.

The Thackeray faction had skipped the meeting convened by Kharge as a mark of protest against Gandhi’s remarks targeting Savarkar.

Gangster-politician Atiq Ahmad, who was sentenced to rigorous life imprisonment in the 2006 Umesh Pal kidnapping case by a court in Prayagraj on Tuesday, will be taken back to Sabarmati Central Jail in Gujarat, a senior prison official said. Ahmad was brought from Sabarmati Jail by road for the hearing in an MP-MLA court here. He was kept at the Naini Central Jail in Prayagraj before the hearing. “As per the orders of the honourable court, Atiq Ahmad will be taken back to Sabarmati Central Jail,” Naini Jail Senior Superintendent Shashikant told PTI.

A former Samajwadi Party MP from Phulpur, Ahmad was shifted to Sabarmati Central Jail in Gujarat in June 2019 following a Supreme Court order after he was accused of orchestrating the kidnapping and assault of real estate businessman Mohit Jaiswal from a prison in Uttar Pradesh.

When asked about Ahmad’s brother Khalid Azim alias Ashraf, who was acquitted in the case, Shashikant said he has “left for Bareilly“. Ashraf, lodged in the Bareilly District Jail since July 2020, was brought to the Naini Central Jail on Monday evening amid tight security arrangements.

Tuesday’s conviction of Ahmad was his first in over 100 cases registered against him over the years.

The special MP-MLA court judge Dinesh Chandra Shukla held Ahmad, Saulat Hanif, a lawyer, and Dinesh Pasi guilty under IPC Section 364-A (kidnapping or abduction in order to murder). “The court has awarded the three rigorous life imprisonment and Rs 1 lakh fine to each,” Government counsel Gulab Chandra Agrahari said.

The amount will be given to the family of Umesh Pal, a witness in the 2006 BSP MLA Raju Pal murder case who was gunned down last month. Ahmad and his brother Ashraf are also accused in the murder case.
