Prime Minister Narendra Modi led the Rajya Sabha in welcoming vice president Jagdeep Dhankar on Wednesday, who presided over as chairperson of the Upper House for the first time. Modi praised Dhankar for espousing the cause of farmers and underlined his legal background.
In a message to all parties at the start of the winter session, Modi also urged that they should give more opportunities to younger parliamentarians to participate in debates. He appealed to them to cooperate in the smooth conduct of business which would help all sections to present their views.

Modi said that the country has a President who hails from a tribal community and her predecessor was also from the deprived sections. Now, the son of a farmer occupies the chair of the vice president and represents crores of farmers, the poor, and those living in villages.

“You are the son of a farmer who went to an Army school; I see that both kisan and jawan are combined in you,” Modi said, adding that Dhankar’s background as a senior advocate will help him in running the Upper House where several MPs are from the legal fraternity.
Earlier, in his customary message to all parties before the start of the session, Modi appealed that in the remaining period of this Lok Sabha they should give more opportunities to the younger members to participate in debates for their bright future and to strengthen democracy.
“All MPs in their informal interactions with me have said that disruptions cause a lot of loss in opportunities. They say that they are deprived of an opportunity to learn and for this it is very important for the House to run. The Opposition members also suffer a big loss due to these adjournments,” he said.

Opposition leader Mallikarjun Kharge described Dhankar as a ‘bhoomiputra’ and said he will play a crucial role as protector of the House. Several Opposition MPs made suggestions like giving more time to smaller parties during debates, equal treatment to all sections, and permitting more space for issues relating to the downtrodden, farmers and the rural people.
