Speaking at the inaugural session of the two-day Chintan Shivir in Surajkund, Haryana, Shah also pointed out that the government has taken strong measures against NGOs which were creating obstacles in India’s growth.
“FCRA registration of several NGOs have been cancelled because they were found involved in religious conversion. They were also hindering the growth of the nation,” he said.
Most of the non-BJP chief ministers, holding charge of their Home portfolio, on Thursday skipped the ‘Chintan Shivir’ organised by the Centre. The non-BJP chief ministers holding the home portfolios who did not attend the meeting on Thursday include Mamata Banerjee (West Bengal), Nitish Kumar (Bihar), Naveen Patnaik (Odisha), MK Stalin (Tamil Nadu) and Ashok Gehlot (Rajasthan). Telangana’s home minister Mohammad Mahmood Ali also did not attend.
Only two non-BJP chief ministers, Punjab’s Bhagwant Mann and Kerala’s Pinarayi Vijayan, attended the conference.
Shah, while speaking at the shivir, noted that the MHA is working on reforms in the Code of Criminal Procedure (CrPC), Indian Penal Code (IPC) and soon their revised blueprint would be tabled in Parliament. Shah urged the states to make maximum use of forensic science to increase the conviction rate.
“The central government has provided all possible help by forming the NFSU. He also emphasised that border states will have to make more coordinated efforts with Central agencies and security forces to ensure border security and coastal security,” he added.
Shah also highlighted the government’s zero tolerance policy against terrorism. He said the NIA and other agencies were being strengthened to achieve a decisive victory over it. Shah informed that before 2024, efforts were being made to set up an anti-terror network by setting up an NIA branch in all the states. He said the nature of crimes is changing and they were becoming borderless, which is why all the states will have to battle these by having a “common strategy”.
“To formulate and implement this common strategy, the government led by PM Modi, under the spirit of ‘Cooperative Federalism’, ‘Whole of Government’ and ‘Team India’ approach is promoting the 3Cs — cooperation, coordination, collaboration — between the Centre and the states,” Shah said.
The home minister also pointed out that today most of the security hotspots in the country have become almost free from anti-national activities due to mutual cooperation and coordination between the Centre and the states.
Shah highlighted the big threat posed by cyber-crime before the country and the world and said that the MHA is ready to fight against it.

Posters in Hindi, English and all other regional languages are being put up in 22 states across the country. Rai said that from April 10, similar posters would be put up at universities across the nation to make students aware about the campaign.

Luv-Kush is the alliance between the Kurmi and Koeri castes, which together constitute approximately 15 % of the state population. Nitish Kumar a Kurmi himself, had garnered the support of this caste alliance, to take on the Muslim-Yadav alliance of his once staunch rival Lalu Prasad Yadav.
“The BJP is organising a big public programme to mark the birth anniversary of Samrat Ashoka, whom Khushwahas see as their ancestor. Now, the Luv-Kush alliance whom Kumar treated as his bonded labourers, will now go with BJP, worshippers of Lord Ram,” Choudhary told ET.He said the genesis of Luv-kush alliance was to counter Yadav’s politics of appeasement.
Meanwhile, the BJP has appointed a new co-incharge for Bihar, Sunil Ojha from Gujarat who worked closely with the prime minister and was looking after the party’s work in eastern Uttar Pradesh, a region comprising Modi’s constituency Varanasi.
With Ojha’s appointment, there will be two key BJP functionaries — he and Bhikhubhai Dalsaniya, organisational secretary for BJP’s state unit — both from Gujarat and have worked with Modi for many years since his days as Gujarat chief minister. Ojha was relocated to Varanasi from Gujarat and registered as a voter from Modi’s constituency in 2018.”I was handling the party’s work in eastern Uttar Pradesh, which borders Bihar. So, the demography and social structure in both regions is the same,” Ojha told ET. Ojha’s appointment also came days after the appointment of the new state unit chief.
Bihar has always been an uphill task for the BJP dispensation, and has constantly been posing challenges for the party.
Now, ahead of the 2024 Lok Sabha elections, the BJP has redrawn its strategy with new state unit chief and incharges. The coming together of the JD(U) with RJD after parting ways with the BJP, poses a serious challenge for the BJP, as these two parties make caste equations unfavourable for the BJP.
