The Delhi High Court on Tuesday gave a deadline of eight weeks for constructing public toilets for transgender people in the national capital, while warning that it would seek personal appearance of the top officials concerned of the Delhi government and the NDMC in case of non-compliance.
A bench of Justice Satish Chandra Sharma and Justice Subramonium Prasad was hearing a PIL filed by Jasmine Kaur Chhabra seeking direction to construct separate washrooms for the third gender on the ground that the absence of such public toilets makes them prone to sexual assault and harassment.
The court noted that the city government’s status report stated that the process of construction was stated to be underway and no public toilets have been built for the transgender population.
The status report filed by the New Delhi Municipal Council also indicated the existence of paper work but the ground reality is that nothing has been done.
The matter has been listed for hearing on July 14.
The court observed that the status report has been filed in which it has been stated that the state has taken appropriate action keeping in view the Transgender Persons (Protection of Rights) Act in the matter of construction of public toilets for transgender persons but the report also reveals that toilets have not been constructed at all.
“Feasibility report does not mean that toilet has been constructed and therefore eight weeks’ time is granted by way of last indulgence to the NDMC,” the court said, while directing to ensure that toilet are in place before the next date of hearing.
“It is also made clear that if the toilets are not constructed within the aforesaid period, the court shall be directing the appearance of Secretary, PWD on the next date of hearing,” the bench said.
Counsel appearing for the city government assured the process of construction will begin soon.
Meanwhile, the bench asked the Municipal Corporation of Delhi (MCD) and other local bodies to file a detailed status report in respect of the total number of toilets for transgender persons.

Team India’s Mr 360-degree batsman Suryakumar Yadav performed miserably with the bat in the recently-concluded ODI series against Australia. The aggressive batter was dismissed for three golden ducks in three matches against the visitors.
Though SKY has impressed fans across the globe with his whirlwind batting in T20Is, he has not been able to replicate his T20 success in the 50-over format of the game. He only averages around 24 in ODIs which is not a justice to his immense talent.
With Suryakumar failing to perform consistently in ODIs, fans have called for the inclusion of Sanju Samson in India’s ODI squad. However, legendary all-rounder and former World Cup-winning India skipper Kapil Dev has thrown his weight behind the beleaguered Suryakumar.
As per Kapil, the coach, captain, and selectors are doing the right thing by backing Suryakumar.
“A cricketer like Surya who has played so well will always get more chances. Don’t compare Surya with Sanju Samson, it doesn’t seem right. If Sanju goes through a bad phase then you will talk about somebody else. This should not happen,” said Kapil.
“If the team management has decided to back Suryakumar then he should be given more chances. Yes, people will talk. Let them give their opinion but ultimately it’s the management’s call,” he added.

The jawans of the Border Security Force (BSF) recovered a huge cache of explosives from Taimal forest in Swabhiman Anchal of Malkangiri district. All the explosives were dumped at an isolated place and were recovered by a special team of 88 battalion of the BSF.
It is suspected that the explosives were hidden in the dump by the ultras with the intention of targeting the security personnel in the region.
As per official reports, one gun, 2 empty SBML shells, 11 hand grenades and 28 detonators besides 3 steel tiffin boxes and other articles have been recovered from the dump.
In January last year, the security forces recovered a huge quantity of explosives during a combing operation in the Swabhiman Anchal (Cut-off region) of Malkangiri district. The explosive dump was detected by the personnel of the Special Operation Group (SOG) and the District Voluntary Force (DVF).
Malkangiri Superintendent of Police (SP) Nitesh Wadhwan said four tiffin bombs and 20 web belts and huge quantities of medicines were found. The security forces also had recovered a huge cache of explosives and country-made weapons from a Maoist dump ahead of the panchayat polls in the month of February last year.
Country-made guns, a Tiffin-box IED (weighing 05 Kg), 4 broken country-made pistols and revolvers, a walky-talky set and detonators were recovered from the Maoist dump.

Resentment over corrupt practices by public servants in Odisha

At a time when the BJD-led government is claiming that a clean and corruption-free government is ruling the State, the ground reality tells a different story.
The residents of Dhumant Panchayat under Sadar block office in Kendrapara district on Thursday staged a sit-in at the block office, protesting against officers demanding PC (percentage commission) to get their work done.
“I was awarded a project worth Rs 1.5 lakh. They deducted Rs 25,000. From the rest Rs 1.25 lakh, Rs 6,700 was again deducted towards the PC of some officers including the chairman,” alleged a contractor, Chittaranjan Mallik.
“In the PC transaction, all from top to bottom, including the BDO madam, are involved. Sarpanch’s middlemen are demanding Rs2,000 to provide ration cards,” alleged Debadutta Jena, a Dhumata Panchayat resident.
When asked, Kendrapada block chairperson Rashmita Sethi said, “I am not aware of such allegations. I will take action after receiving complaints.”
A similar picture emerged from Koraput district.
Dambaru Jani, a resident of Dinda Rajaguda village under Boriguma block, is a PMAY beneficiary. Two years ago, he was awarded a house under the yojana. Instead of Rs 1,30,000, he was given Rs 1,00,000. For the rest Rs 30,000, he has been moving from the block office to the bank, but to no avail. Family members have reportedly been told that the money has been kept towards PC.
“For the last installment of Rs 30,000, my father has been moving from block office to bank,” alleged Dambaru Jani’s daughter.
The PC practice is also rampant at Soro municipality in Balasore district.
A contractor of Soro area, Abinash Patra had constructed a market complex at Anantapur square at a cost of Rs 51 lakh. But his bill is yet to be cleared. Patra alleged the Municipality JE is deliberately harassing him as he didn’t pay the PC as he demanded.
The Opposition too raised the PC issue in the House on Wednesday.
“Here BDOs demand 40 percent PC. Even the Vigilance department officials are being caught red-handed while accepting bribes. They (BJD) are earning money through this unfair means and spending the same in elections,” alleged Leader of Opposition (LoP), Jayanarayan Mishra.
In his reaction, ruling BJD MLA Amar Satpathy said, “Anyone found guilty, action has been taken against them which was not the case earlier. They have also been convicted. We are not allowing corruption.”
